Signal flags are normally used at sea on boats to signal to other boats about one's conduct (see below). One can even use it on festive occasions for decoration. When you do it on a boat it's called flag over top and when you do it at home in the flagpole it's called big-flagging. It is then said that one uses a signal rack which is the collective name for all the signal flags together.
