His name was Joachim Murat, he was a brother-in-law to Napoleon, a military man, and particularly fond of creating flamboyant uniforms for himself, often adorned with feather plumes in his hat. Napoleon referred to him as a circus director due to this, even though Murat is described in history books as one of the finest cavalry officers.
